The Office of the Commissioner for Fundamental Rights is responsible for protecting constitutional rights in Hungary, ensuring the enforcement of citizens' rights. It operates independently from the legislature and executive power, and plays a key role in protecting personal data and ensuring transparent and accessible public services.

Problem and Need: The OCFR aims to provide secure and simple access to the institution's online services for its clients. With the state introduction of the Digital Citizenship Program (DCP), it became necessary to develop a new, reliable identification system that complies with legal requirements and strengthens data security.

Technological Approach: The Webtown team, in accordance with the OCFR's requirements, phased out the Client Gate (Ügyfélkapu) login system and implemented the CAIS (Central Authentication and Identification Service) based login, which is now capable of providing DCP identification for users. The integration of the OCFR portal with the CAIS developed by IdomSoft enabled seamless data exchange and ensured compliance with legal and security requirements.

User Experience: The goal was to provide users with a fast and secure identification option. With the introduction of Client Gate+ and DCP identification options, users can perform two-factor authentication, which significantly increases data protection and prevents potential misuse.

As a result of the system development, submitting complaints and public interest/whistleblower reports on the OCFR portal has become easier. Clients can perform two-factor authentication with Client Gate+ or DCP identification, which ensures the protection of personal data. The system has made processes faster as automatic data processing reduces the possibility of errors and complies with legal requirements. The new solution ensures that reports are processed quickly and securely, while increasing the transparency and efficiency of administration.

The Application Process:

  1. Initiating a case: Users can initiate the submission of a complaint or report on the OCFR website.

  2. Identification: Users can perform two-factor authentication with the DCP application or with an authenticator application accepted by Client Gate+ to ensure secure login.

  3. Form completion: After successful identification, users return to the OCFR website where they complete the necessary case initiation form.
