OKFŐ: a Liferay 7.4-based e-administration system for approving healthcare employment relationships

Webtown developed OKFŐ's JOGVE system on Liferay 7.4, speeding up and securing the approval process for healthcare workers' secondary employment.
The National Directorate General of Hospitals (OKFŐ) is Hungary's central authority responsible for directing and overseeing the country's hospital and healthcare services. OKFŐ's responsibilities include administration related to the employment status of healthcare workers, the management of hospitals and institutions, and ensuring the transparency and efficiency of the healthcare system. The organization also plays a key role in implementing government healthcare strategies and allocating resources.
Starting point
OKFŐ's goal was to make administrative processes related to employment relationships more efficient, with particular focus on handling permit requests connected to healthcare service employment status. The project aimed to create a reliable, fast, and secure system that simplifies data management and the necessary administration, while also speeding up the approval of secondary employment for doctors and other healthcare workers.
Limitations of the previous system
The existing, outdated system faced limitations on several fronts. Data handling and updates were typically done manually, which increased administrative burden and reduced efficiency. Ensuring data consistency was difficult, which over time led to slower processes and more complex information management. The development also had to meet the cybersecurity requirements set by the NKI (National Cyber Security Institute).
Webtown's solution
The goal was to create a modern, easy-to-use, secure, and mobile-friendly system that simplifies processes for both hospital administrators and healthcare workers. The new JOGVE electronic administration platform allows healthcare workers to request approval for secondary employment from the hospital where they hold their primary position, following a two-step approval process in line with current legislation: first, the administrator at the primary employer hospital approves the request, then the institution responsible for authorization finalizes it.
Webtown's team chose the Liferay 7.4 platform, which we customized according to OKFŐ's requirements. Throughout development, we worked directly with OKFŐ's HR department, who are responsible for approving healthcare employment relationships. Our main goal was to make the system user-friendly and simple for healthcare workers, while ensuring efficient data management and security. The new system is optimized for mobile and supports remote access, so data can be accessed from anywhere.
Results
As a result of the project, the process became significantly faster, reducing the processing time for permit requests, while the system ensures consistent data handling, minimizing errors. The new platform enables more secure data handling and guarantees that all data is stored correctly. The system is freely accessible to everyone involved, simplifying data requests and administrative processes, while the mobile-optimized design also enables remote work.
Following the project's success, OKFŐ and the Webtown team are planning further feature development to better support the administrative needs of healthcare workers and further speed up processes.
